Targeted Medical Seats Double as Russia Strengthens Healthcare Education and Training

This year, the Amur Ministry of Health plans to conclude 140 contracts for targeted training of medical students. The quota for targeted admission to the medical academy has doubled over the past two years. The issues of targeted training of future doctors, as well as the construction of a new cardiac surgery clinic on the territory of the Amur Regional Clinical Hospital, were discussed during the meeting between the Governor Vasily Orlov and the Acting Rector of the Amur State Medical Academy Irina Zhukovets.

In the Amur Region, priority is given to the selection of personnel for medical institutions, especially in rural areas and small towns. In 2025, the quota for targeted admission to the Amur Medical Academy was increased. The number of accepted students has doubled compared to 2024 - up to 138 students. In 2026, the Amur Ministry of Health plans to conclude 140 contracts for targeted training of medical students, 48 residents.

"In the course of the implementation of the quota for targeted training of the Ministry of Health, a specialized class for in-depth study of chemistry and biology was opened in the city of Svobodny with ongoing career guidance events together with the Svobodny Hospital. Also, the Amur State Medical Academy held more than 500 career guidance platforms with an interactive component and master classes by medical volunteers and the Movement of the First, including field events, seven parent meetings, Open Days on admission and targeted training," said Acting Rector Irina Zhukovets.

The Governor of the Amur Region Vasily Orlov noted that the training of personnel under targeted training contracts makes it possible to attract graduates to public hospitals and clinics in the region. Thanks to this, the shortage of medical personnel is reduced.

This year, a federal law came into force that provides for mandatory mentoring for graduates of medical universities and colleges. The implementation of the initiative to introduce a mentoring system became possible thanks to the national project "Long and Active Life". The initiative is designed to help young professionals quickly adapt to the profession and secure medical personnel in the healthcare industry.

Now more than 100 mentors and 80 mentors from among the nursing staff work in medical organizations of the Amur Region. Mentoring is provided to all graduates of medical colleges, specialties and residency in state medical organizations, regardless of the form of education - budgetary or paid.

During the meeting, the parties also discussed the progress of the overhaul of the historical building, which previously housed the cardiac surgery clinic. Recall that in 2021, the building was damaged by fire. More than 223 million rubles have been allocated from the federal and regional budgets for its restoration. In the course of the work, the façade will be repaired, the roof, window and door openings will be restored, the premises will also be put in order and the surrounding area will be landscaped. All work in the building is planned to be completed by the end of 2027. After the completion of the overhaul, an accreditation and simulation center will be located here, which will become a platform for the training and accreditation of Amur doctors.

The parties paid special attention to the project for the construction of the Y.P. Kulik Cardiac Surgery Clinic. The new building will be erected on the territory of the Amur Regional Clinical Hospital. The terms of reference have already been prepared, the preliminary cost of the object has been calculated. At the same time, tender documentation is being prepared. After the completion of all procedures, the design and then the construction of a modern cardiac surgery center will begin.

"Over the past three years, the number of target places at the Amur Medical Academy has doubled. Graduates who studied under the targeted recruitment are guaranteed to return to their hometowns and villages, which helps to solve the problem of the shortage of doctors, - said the head of the Amur Region Vasily Orlov. "At the same time, we create favorable conditions for doctors, including modernizing and repairing medical institutions. We have begun a major overhaul of the historical building of the academy on Gorky Street, after the completion of the work, a modern educational space will appear there. The construction of a new cardiac surgery center, which will be built on behalf of Russian Prime Minister Mikhail Vladimirovich Mishustin, is under control. The new and modern center will provide high-tech care to patients with cardiovascular diseases."
